Two wanted in connection with sex trafficking

Detectives from the Niagara Regional Police Service are appealing to members of the public in the Niagara area and Greater Toronto Area for assistance in locating two wanted men

Detectives from the Niagara Regional Police Service are appealing to members of the public in the Niagara area and Greater Toronto Area for assistance in locating two wanted men.

In July of 2018, uniform officers from the NRPS conducted a traffic stop in the City of St. Catharines (2018-67383).  The driver of the car was identified as 23-year-old Moaid M. Mohamed of St. Catharines.  During the course of the traffic stop, the suspect fled the scene and is alleged to have committed a number of offences.  An arrest warrant was subsequently issued for Mohamed's arrest for the alleged offences of:

  • Obstruct peace officer - Sec. 129 (a) CC
  • Personation to avoid arrest/obstruct - Sec. 403(1)(d) CC
  • Flight while pursued by peace officer - Sec. 249.1(1) CC
  • Dangerous operation of motor vehicle - Sec. 249(1)(a) CC

In January of 2019, detectives from the NRPS Morality Unit with the assistance of the Child Abuse and Sexual Assault Units commenced an investigation (2019-3829) regarding incidents that occurred in the Niagara Region, Toronto and other areas of Ontario.  As a result of that investigation, the suspects were identified as Moaid M. Mohamed and Ibrahim Muhamed Suliman, 25 years old (2019-3517).  Warrants were subsequently issued for their arrest.

Moaid M. Mohamed is wanted for the alleged offences of:

  • Trafficking in persons under 18 years of age 279.011(1) CC
  • Material benefit under 18 years 279.02 CC
  • Material benefit from sexual services under 18 286.2(2) CC
  • Procuring 18 years of age (Recruiting) 286.3(2) CC
  • Advertising sexual services 286.4 CC
  • Obtaining sexual services for consideration under 18 286.1(2)
  • Make/publish child pornography 163.1 CC
  • Householder permitting prohibited sexual behaviour 171 CC
  • Sexual assault victim under 16 years 271 CC (2 Counts)
  • Sexual interference 151 CC (2 Counts)
  • Assault 266 CC (2 Counts)

Ibrahim Muhamed Suliman (St. Catharines) is wanted for the alleged offences of:

  • Trafficking in persons under 18 years of age 279.011(1) CC
  • Material benefit under 18 years 279.02 CC
  • Material benefit from sexual services under 18 286.2(2)CC
  • Procuring 18 years of age (Recruiting) 286.3(2) CC
  • Advertising sexual services 286.4 CC
  • Obtaining sexual services for consideration under 18 286.1(2)
  • Make/publish child pornography 163.1 CC
  • Householder permitting prohibited sexual behaviour 171 CC
  • Sexual assault victim under 16 years 271 CC (3 Counts)
  • Sexual interference 151 CC (3 Counts)

The female victim was less than 16 years old at the time of the offences.

Detectives know that Mohamed has tried to flee Canada to Africa as a result of the above charges and may have been able to do so.  The investigation into locating and arresting Suliman determined that he escaped Canada. 

Recently the investigation has learned that the wanted men may have returned to Canada.

Mohamed and Suliman have previously resided in St. Catharines and in Toronto.   Despite detectives conducting an ongoing investigation in order to locate and arrest Mohamed and Suliman, their current whereabouts remains unknown.
