Three arrested in Niagara Falls human trafficking investigation

Charges include kidnapping, sexual assault, and trafficking in persons by recruiting

In June of 2020, detectives from the Human Trafficking Unit, with assistance from the Special Victims Unit and Intelligence Unit, of the Niagara Regional Police Service (NRPS) began an investigation into Human Trafficking from a Niagara Falls residence in the area of Buckeye Crescent and Kalar Road.

During the course of the investigation, detectives were able to identify three suspects.

On Friday, Oct. 16, 2020, detectives executed a warrant, in the area of Buckeye Crescent and Kalar Road in the City of Niagara Falls, and all three suspects were arrested.

Kelly A. Downey (41 years old) of Niagara Falls was arrested and charged with the following offences of:
    •    Kidnapping (two counts)
    •    Trafficking in persons by recruiting
    •    Forcible confinement (two counts)

Downey was held in custody pending a bail hearing that is expected to take place on Oct. 17, 2020 at the Robert S.K. Welch Courthouse located at 59 Church St. in the City of St. Catharines.

Dameon K. Mcdonald (43 Years old) of Niagara Falls was arrested and charged with the following offences of:
    •    Sexual assault
    •    Kidnapping (two counts)

Mcdonald was held in custody pending a bail hearing, expected to take place on Oct. 17, 2020 at the Robert. S.K. Welch Courthouse located at 59 Church St. in the City of St. Catharines.

Khaleil Mcdonald (18 years old) of Niagara Falls was arrested and charged with the following offences of:
    •    Kidnapping (two counts)
    •    Possession of a Schedule 1 Substance (three counts)

Mcdonald was held in custody pending a bail hearing, expected to take place on Oct. 17, 2020 at the Robert. S.K. Welch Courthouse located at 59 Church St. in the City of St. Catharines.

Through the course of the investigation, detectives have reason to believe that members of the public may have further information in relation to the alleged offences and that there may be more victims.
