Threats investigation results in slew of charges for two Port Colborne people

On Friday, March 01, 2019, the Niagara Regional Police Service entered into a threats investigation in the City of Port Colborne. The investigation was taken over by the 3 District Detective Office and supported by the Emergency Task Unit and members of the 6 District Uniform Branch.

The investigation progressed quickly and included seized surveillance video which led police to believe that there was an immediate concern for public safety.

The suspect in this incident was identified and on March 02, 2019, at approximately 6 a.m., the Emergency Task Unit executed a Criminal Code search warrant at the suspect's residence. Two people were taken into custody without incident and a search of the residence resulted in the seizure of items related to this investigation and additional items that resulted in more criminal charges.

Two residents of Port Colborne; Kenneth Wagner (53 years) and Liette Arbour (46 years) are now jointly accused of the following offences: Unauthorized Possession of a Firearm, Careless Storage of a Firearm, three counts of Possession of a Controlled Substance for the Purpose of Trafficking and Possession of Proceeds of Crime with a value exceeding $5,000.

Kenneth Wagner faces six additional charges that include two counts of Extortion Using a Firearm, two counts of Uttering Threats and two counts of Possession of a Firearm, Weapon or Ammunition Contrary to a Prohibition Order.

Both of the accused have been held in custody pending a bail hearing that will occur at a later date.

The investigation into this matter is ongoing but the immediate concerns for public safety were removed with the arrests and the seizure of evidence.
