Suspected crystal meth, cocaine seized in St. Catharines drug investigation

Detectives also seized over $7000 in Canadian currency as part of the investigation

Since October of 2020,  detectives with the Niagara Regional Police Service (NRPS), 1 District (St.Catharines) Street Crime Unit, have been conducting an investigation into the sales of Crystal Methamphetamine, from a residence in the area of Garner Avenue and Facer Street, in the City of St.Catharines.

As a result of the investigation, detectives were able to identify a male and female suspect.

On Oct. 5, 2020, uniform officers were conducting traffic enforcement, in the area of Glendale Avenue and Wembly Drive, in the City of St. Catharines, when they observed a Grey Ford Fusion, travelling at a high rate of speed.  As a result, officers made an attempt to pull over the vehicle, at which time the vehicle fled.  Uniform officers were able to identify the driver. Due to safety concerns, officers aborted the pursuit.

The driver was identified as the male suspect in the Street Crime Unit drug investigation.

On Wednesday, Oct. 21, 2020, detectives were able to locate and arrest the male and female suspect. Subsequently, a detectives executed a search warrant and seized 40.8 grams of crystal methamphetamine, 3.7 grams of cocaine, and $7695 in Canadian Currency.

Joseph Rogerson (27 years old), of St. Catharines, was arrested and charged with the following offences of:

Oct. 5, 2020:

  • Flight from peace officer (Criminal Code of Canada)  
  • Dangerous operation (Criminal Code of Canada)  
  • Operation while prohibited (Criminal Code of Canada)  
  • Driving while under Suspension (Highway Traffic Act of Ontario)  
  • Speeding (Highway Traffic Act of Ontario)  
  • Fail to remain (Highway Traffic Act of Ontario)  

Oct. 21, 2020:

  • Possession of a schedule I substance for the purposes of trafficking (two counts) (Controlled Drugs and Substance Act)  
  • Possession of proceeds of crime over $5000 (Criminal Code of Canada)  
  • Fail to comply with probation order (Criminal Code of Canada)  
  • Fail to comply with release Order (Criminal Code of Canada)

Rogerson was held in custody, pending a bail hearing that is expected to take place on Oct. 22, 2020 at the Robert S.K Welch Courthouse, located at 59 Church Street, in the City of St. Catharines.

Megan Luciow (27 years old), of St. Catharines, was arrested and charged with the following offences of: 

  • Possession of a schedule I substance for the purposes of trafficking (three counts)  
  • Possession of proceeds of crime over $5000  
  • Fail to comply with release order

Luciow was held in custody, pending a bail hearing that is expected to take place on Oct. 22, 2020 at the Robert S.K Welch Courthouse, located at 59 Church Street, in the City of St. Catharines.
