Police seek witnesses to indecent act at St. Catharines Library

On Friday, Oct. 4, 2019 at approximately 2:30 p.m. a female attended the St. Catharines Library in the downtown core. 

While in a book aisle the female sensed a person standing behind her. She assumed the male was trying to look at the books where she was standing so she moved over slightly. The male then ended up directly behind her. 

The female bent down slightly to retrieve a book from the lower shelf, then turned around to see the male with his penis out of his pants and observed him to be masturbating.

The female left the area and reported the incident to police.

Following a thorough investigation, Detectives from the 1 District Detective Office have identified and charged the male involved.

On Sunday, Oct. 13, 2019, 24-year-old Tyler Clough of St. Catharines was arrested and charged with; One count of Commit an Indecent Act in a Public Place and one count of Fail to Comply with Probation Order.

The accused has been remanded to the Niagara Detention Centre and is scheduled for a bail hearing on Tuesday, Oct. 15, 2019 to determine his eligibility for release.

According to the victim the accused was very loud and approached a number of different women. If anyone was in the area at the time of the above incident and has experienced a similar encounter with the accused, you are urged to call Detectives from the 1 District Detective Office.

Tyler Clough is described as a white male, 5'11" with a skinny build, 180 lbs., with short dark hair. At the time of the above incident, he was wearing a black and red checkered hat with an oversized black hoodie and dark pants.
