On Tuesday, March 31, 2020 at approximately 9:10 a.m., officers responded to a report of a car doing circles with a person on the hood on Stanley Avenue north of Roger Crescent in Niagara Falls.

Further calls to the Niagara Regional Police Service Communications Unit led 2 District Niagara Falls uniform officers to the area of Main Street and Ferry Street in Niagara Falls again for a report of man riding on the hood of a car. Officers arrived on scene to find that the car had left the area. Officers located the man who had [allegedly] been on the hood and began to speak with him. During that interaction with the officers, the man was holding a large knife and axe. The man complied with the officer's demands and they were able to arrest and take control of him.

The investigation learned that moments before the officers arrived at the Main Street and Ferry Street scene, the man had briefly boarded a city bus and dropped the axe on the floor near the driver. The driver fled from the bus.

David Edward Ryan (33 years old) of Fort Erie has been arrested and is charged with the alleged Criminal Code of Canada offences of:
    •    Possession of a weapon for dangerous purpose - Section 88(1)
    •    Fail to comply with probation order - Section 733.1(1)

No one was physically injured during this incident. Ryan was transported to a local hospital for assessment.
