Pelham doctor, 73, accused of sexual assault, sexual exploitation

In September of 2019, Detectives with the Niagara Regional Police Service Sexual Assault Unit began an investigation regarding allegations of sexual assault.

Subsequently, on Tuesday, Nov. 5, 2019, a 73-year-old male was arrested and charged in relation to two separate incidents involving a 16-year-old female and a 65-year-old female while the accused was practicing as a family doctor in the Town of Pelham.

Seventy-three-year-old Charles Duncan of the City of St. Catharines is facing the following alleged charges:

  • Sexual assault (three counts)
  • Sexual exploitation (one count)

Duncan is currently being held in custody pending a bail hearing on Nov. 6, 2019, at the Robert S.K. Welch Courthouse in the City of St. Catharines.
