Long-term care resident charged with manslaughter after woman, 94, succumbs to assault injuries

On Aug. 10, 2019, 2 District Uniform officers responded to the report of a belated assault that occurred at a long term care facility in the Town of Niagara on the Lake.

The alleged assault occurred on Aug. 9, 2019, following which the female was transported to a local hospital where she subsequently succumbed to her injuries on Aug. 20, 2019.

The female has been identified as 94-year-old Verna Train.

A subsequent investigation by members of 2 District Criminal Investigations Branch (CIB) and Homicide Unit, in consultation with the Crown Attorney, determined that charges would be laid against a male resident of the home involved in the altercation.

On Nov. 4, 2019, 74-year-old Robert B. Stroeh of the Town of Niagara on the Lake was charged with the following alleged offence:

  • Manslaughter - Section 236(B) Criminal Code

Stroeh was transported to the Robert S.K. Welch Courthouse in the City of St. Catharines and was released on bail with a return court date of Nov. 26, 2019 at 9 a.m.
