Four arrested after assault involving weapons in Port Colborne, fifth suspect remains at large

Police say Jason Burd, who is considered armed and dangerous, has 'significant ties to Port Colborne and Welland.' Police also say a sixth person was arrested, but released without charge

At approximately 2:30 a.m. on Wednesday Dec. 9, 2020, 6 District (Port Colborne) uniform officers were called to home in the area of Bell Street and Davis Street in the City of Port Colborne following the report of a female who had been assaulted inside a residence.

When officers arrived, they located the injured female. She was treated for non-life threatening injuries by Niagara Emergency Medical Services paramedics and transported to a local hospital for further treatment. The victim's injuries are related to being assaulted with physical force and with weapons (firearm and stun gun).

The initial investigation led to the identification of six possible suspects and that they were inside the house. Two suspects were arrested leaving the home while four others were believed to have remained inside. Out of an abundance of caution, the Niagara Regional Police Service (NRPS) Emergency Task Unit, the K9 Unit and Crisis Negotiators were called to the scene to assist uniform officers and 3 District - Welland detectives.

Officers arrested three more suspects between 6:20 a.m. and 7:47 a.m. without incident when they exited the house.

The house is being held pending the execution of a search warrant.

Fifty-year-old Angie Elizabeth Cirillo of Port Colborne is facing the following charges: 

  • Assault  
  • Forcible confinement

Thirty-three-year-old Jamie Laybolt (female) of no fixed address is facing the following charges:  

  • Point firearm  
  • Assault  
  • Forcible confinement

Fifty-seven-year-old Scott Brady Wifrey of no fixed address is facing the following charges:  

  • Assault with a weapon  
  • Possession of a prohibited weapon  
  • Point firearm

Thirty-two-year-old April Amanda Deleeuw of Port Colborne is facing the following charges:  

  • Assault 
  • Forcible confinement

Thirty-eight-year-old Jason Brian Burd of Port Colborne is wanted in relation to his role in this incident. He is believed to have escaped from the house/scene prior to police arrival. An arrest warrant is being sought for Burd.  e is wanted by the Niagara Regional Police Service and can be arrested for the following Criminal Code of Canada offences:  

  • Assault with a weapon
  • Possession of a prohibited weapon

Jason Burd is described as:  

  • Male white  
  • 6'2", approximately 250 pounds
  • Brown hair  
  • Blue eyes  
  • Tattoos  
    • Left thigh – skull with red eyes  
    • Left calf – skulls and flames 
    • Right thigh – skull 
    • Right calf – face

Burd's current location is unknown. He has significant ties to Port Colborne and Welland.

He should be considered armed and dangerous. If the public sees Burd or know his location they are asked not to approach him. Call the police.

Cirillo, Laybolt, Winfrey, and Deleeuw are all currently being held in custody pending a bail hearing on Dec. 9, 2020 via video at the Robert S.K. Welch Courthouse in the City of St. Catharines. 

After further investigation by detectives one of the six arrested persons was released without charge.
